Thanks! We expect to release Docker 1.13 for Fedora Atomic Host about a month or so after Docker releases it, *provided* that it doesn't break Kubernetes and OpenShift. If it does, it could be longer before 1.13 gets added in. We're also working on adding Docker itself using a system container, which would then allow you to run whichever version you wanted. If you can contribute to this effort, please volunteer.
