v4l-dvb used to ship the latest bits in a way that allowed building on older kernels, but this is not the case anymore. Development has moved towards building against the latest kernel with the previous repository having become a backport tree repository used for testing whether a driver still builds on some older kernels. But this repository isn't really being frequently updated (last update of the default hg tip as of this writing was July 2nd 2010), so I guess the latest and greatest isn't there to find anymore. It is also recomended by upstream not to use this repository for production, citing from http://linuxtv.org/repo/: The V4L/DVB backport tree contains patches from the main repository, plus a building system that allows its compilation with older kernels, for test. Don't use it for production, as the backport procces is to just check if compilation doesn't break with older kernels. The drivers might not work properly, as they're not tested on older kernels.
