For !T, INT2PROGINATS says:

Note that the symbol ! in front of the type of a function argument 
indicates that the argument is call-by-value and it is preserved after a 
call to the function.


For !T >> _, INT2PROGINATS says:

Given a type T, the notation (!T >> _) is a shorthand for (!T >> T).
