Disable electric-pair-mode conditionally.
* latex.el (LaTeX-common-initialization): Move disabling of
`electric-pair-mode' from `VirTeX-common-initialization'. Disable
it only if `LaTeX-electric-left-right-brace' is non-nil.
* tex.el (VirTeX-common-initialization): See above.
