Implement "run-all" for regions and sections
* tex.el: Add autoloads for the new commands.
* tex-buf.el (TeX-region-update): New function.
(TeX-command-region): Use it.
(LaTeX-command-section-boundaries): New function.
(LaTeX-command-section): Use it.
(TeX-command-run-all-region): New command.
(LaTeX-command-run-all-section): New command.
(TeX-command-run-all): Move it here from tex.el.
