Hmmm.  I think this proliferation of INC commands a bit ugly.  Maybe
just have
TEXINFOINCLUDES=-I ../preview/doc

and then use $(MAKEINFO) $(TEXINFOINCLUDES)
$(TEXIWHATEVER) $(TEXINFOINCLUDES)

?

I mean, if we have to change the call everywhere anyway, we might as
well write out what the "INC" means instead of creating half a dozen
new commands.

Yes, I should have thought of that myself.
