Because it's 100% Unicode through and through (no input encoding),
still a bit experimental, only producing .xdv files of a DVI like
contents and using the also experimental xdvipdfmx on non-Mac systems
and by default xdv2pdf on Mac OS X (could be xdvipdfmx, too) and
finally it's not part of any TeX distribution nor is it compatible to
all (La)TeX packages -- particularly Babel and hyphenation are problems!
And it's not yet on CTAN. Only the fontspec package from Will
Robertson is available there.
AUCTeX is quite clever, so it can check whether there are Xe(La)TeX
formats (kpsewhich -format=fmt xelatex) or binaries (which xetex
xelatex) on the system, and when there are, the Command menu is
augmented.
These are header lines from a Mac OS X application, TeXShop, which is
kind of a TeX IDE, by which a file's encoding and the 'engine' to
typeset the file with, are marked:
%!TEX TS-program = xelatex
%!TEX encoding = UTF-8 Unicode
Right now it seems that TeXShop is completely inflexible (and might
stay so) and will not recognize any of these lines if a GNU Emacs
special as in -*- mode: LaTeX; coding: utf-8; -*- is added to
them ... but AUCTeX could make profit from.
