PROBLEMS is supposed to be about actual problems, not a wishlist from the developers. Ubuntu Dapper, for example, has auctex-11.53 as well as emacs-snapshot. A file like etc/PROBLEMS is read by perhaps 40% of all people at best (even though we want to cater for them), and the remaining 60% have not reported any AUCTeX-10 related problem, let alone pre-AUCTeX-10, for years. I think we can consider that entry dead. Perhaps we should add one for preview-latex and tell people not to install it, but instead use AUCTeX-11.83 or later.
