As long as the line with the author remains, you may assign
copyright to FSF.

The problem was that there was a difference between XEmacs and
GNU-Emacs.  If this is fixed in the meanwhile there is no
need for the definition, that is it could be removed.

Beside this ... maybe it would be a good idea to be able to
use UTF-8 for the german word `Empfänger'.
