I've just tried out the last revision of RefTeX and I still get the
same result I described before.

    (reftex-format-special "eq:foo" "~\\eqref{%s}" "\\pageref")

still returns for me

    "~\\eqref{eq:foo}"

The value of `reftex-typekey-to-format-alist' is
