There was this longish thread on xemacs-beta initiated by Stephen Turnbull at the end of last year which sounded pretty much like that to me. And both Gnus and Tramp have already stopped supporting XEmacs. And at least the former is now even developed solely as part of Emacs and is in the course of removing the compatibility code after having had one last standalone release. So there might still be some commits to XEmacs, but when the big and popular packages stop supporting it, its days are pretty much numbered. (I think org-mode on XEmacs has never worked comparable to org with Emacs.)
