Grepping our sources I'd say we use at least reftex, cl-lib, etags,
comint, outline, easymenu, crm, dbus, url-util, url-parse, and reporter
from emacs.  And those are just the features we `require', others might
simply be used because they are autoloaded.

I'd say it's fine to use the functionality of emacs packages available
in the version we're requiring as a minimum anyway.
