Ugh, I should stop writing in riddles.  The activation is done via
`tool-bar-mode-on-hook' and therefore fails in XEmacs.

My guess is that he enabled it himself.  (That's why I was interested
in the result of `xemacs -vanilla'.)  After all he tried 11.82 and not
a CVS snapshot.

In any case the mechanism for activation should be fixed.
