Dear all, are there plans to update

The link <ftp://ftp.gnu.org/gnu/emacs/windows/emacs-22.3-bin-i386.zip> should be updated to <ftp://ftp.gnu.org/gnu/emacs/windows/emacs-23.1-bin-i386.zip> and a new drop-in package would be necessary.
