PS: also the ispell-dictionary is always the german one, and I have not
been able to change it yet ... I simply don't understand what is in the
auctex-manual... :(

why does auctex convert the quotes-input " always to "German-quotes",
i.e. "` and "' ? I have (setq TeX-parse-self t) in my .emacs and I don't
understand why it doesn't work.
I'd be grateful for any help.
