kpsewhich --progname latex --expand-path 
$TEXMFHOME:$TEXMFMAIN:$TEXMFLOCAL:$TEXMFDIST

If there was a way to combine the three into one, that would gain an
additional factor of 3 in launch time of AUCTeX.

No, I don't think there is a good way.  Differerent part of auctex query
different vars.
