It's a bit more complicated. If AUCTeX finds at least one style
warranting setting TeX-PDF-mode as well as one warranting clearing it,
it just leaves the setting at its default, whatever that may be.
That tends to do the expected thing in cases like
\ifpdfmodeorwhatever
\usepackage{pdftricks}
\else
\usepackage{pstricks}
\fi
...
