All of this only applies if the track has been split into at least one separate clip, which perhaps isn't clear unless you click the link for "clip". The setting does prevent cuts and deletes from moving the following clips back. And pasting can be from a cut or a copy. The main confusion is that "cutting" in "cutting and pasting" is conflated into the cutting behaviour this does affect.
