On team@, we discussed my suggestion that this cycle be less than 48 
hours, and we decided we want them to always be at least 48 hours.

We agreed to the following principle: Always 48 hours from announcement 
that all RCn's are up, plus however many hours to the next 21:00 UTC.

So this RC1 cycle will end at 21:00 UTC on October 18.
