You find out by asking here. Antonio Paniagua Navarro did an update to the Spanish translation 17th Feb 2021, so I'm hoping for an update from him for 3.0.1 in due course.
I/we/Audacity require that everyone who is preparing a translation communicates via this list. That helps avoid two people translating the same file. It also gives a route for sorting out disagreement about details of translation (when more than one translator is involved on the same file). I do prefer to take translations (.po files) via this list, but will occasionally take them from GitHub too - from translators who have translated for us in the past. --James.
