I just checked downloading this file again and I don't have any problem
to open it using Poedit.
Have you downloaded the .pot file using a downloading tool?
Or from the GitHub page using the Raw button? In that case you should go
to this URL:
https://raw.githubusercontent.com/audacity/audacity/release-3.3.0/locale/audacity.pot
In the doubt, I'm going to send you the file in a separate email.
