You're using the same sound object for each drone I'm guessing. I haven't looked at the code yet, but from your description of what's going on it's the first thing that comes to mind.
You'll want to stick the sound object into the drone class.
so like this
class drone
{
sound droneSound;
droneSound.load("sounds/drone.ogg");
}
Then put this in the main loop
drone.droneSound.play();
drone.droneSound.pan(position);
Position is your drone's position on the board. I'll go ahead and have a look at the code now, sorry if this wasn't the right answer.
