perhaps this would hard to manage, or would take a working group, but a programming contest is a way to raise programmers skills.
The premise is to give the definition of a programming task, then see how well or creative the submissions are.  Ask a 100 programmers, and get a 100 answers, there is no "right" and "wrong" though some ways are better than other approaches, some more efficient, and some more readable and therefore, maintainable, which is how I teach programming, using a mix of efficiency where it counts, but using readability in most places.
