The .net framework does provide a set of basic core libraries such as "System" you can import for performing system calls. Its main use however comes from its Just In Time Compiler, or JIT Compiler. C# isn't compiled into native code when run and needs the .net framework to convert it into so called bytecode using its JIT compiler to function, much like Python and certain flavours of Java. In other words, its what run's the code you write. It comes with some basic class libraries, and its not an IDE itself but for Visual Studio to run C# code, it will need the .net frameworks JIT compiler.
