Yes, the html is absolutely fine, just standard web pages. the only thing you need to do is use a dice program like gma dice to roll a d10 for the action chart and then you'll be fine, I've been playing the books that way for years.
Actually, there have been some attempts at pc versions of the books with combat programming and what not, but they've never worked out well since they've always used silverlight or otherwise inaccessible programming methods, which is a shame.
