What about a layout based on IP? Last time the layout was changed for me, I was getting an extra forum field that I was supposed to leave blank for anti-spam purposes when posting. This was happening on both IE and Firefox. However, when I tested a proxy server, the page was rendered as it should have been. After a few weeks, it corrected itself.
