Well I have tryed it before a year so there you go
first, narator in windows 10 mobile is more accessible than how it was in windows phone 8.1
They've worked on the accessibility and it is much better now. narator supports almost all languages
second, Even that, android is much much better, either in accessibility, or, what I want to say is that most of popular apps don't exist on windows phone.
finally, if you want a really accessible device, either an Iphone, or galaxy s6 and up.
