I think it may be referring to the Microsoft Visual C++ Redistributable components, a few other threads seem to suggest installing both the 32bit and 64 bit versions of those packages, which you can get both [here] and [here].
As for your other question about uploading mp3 and png's, youtube doesn't support those formats directly. What you can do though is embed them in your OBS stream, which you can then record in FLV or MP4. There are a variety of tutorials around on how to do so, such as [here] and [here], though just how clear they are in regards to accessibility may vary.
