I agree with others about Reaper. Using the Osara extension, it is very usable with NVDA. It isn't completely set up for easy use of the MIDI editor from the start, so you do have to manually assign some of the functions to key strokes, but once you're used to how it works and you have a decent MIDI controller and audio interface, you can do just about anything with it.
