The problem you're having is indeed your antivirus. It removes the STW.exe file because it things it's a virus, and then your computer complains about the missing shortut which is true, because the crappy antivirus you are using removes the file it needs. That's a typical thing with Windows defender which is standard in windows 10. It can be quite tricky to turn off, but I got so pissed at the program, so I manually removed it from my computer.
I don't remember the exact steps to turn off the antivirus or how to let a file or folder pass through. But you can access the settings from Windows defender in the control panel, mess around a bit until you find the settings you need. The settings are accessible, at leased if you are using NVDA, they are just complicated to figure out.
If you are using an other antivirus, then I'm afraid I can't be much helpful.
You need to configure your antivirus to at leased allow what you are trying to run.
The best thing would be to set it to never delete something automatically. If you don't do that, you'll continue to have this issue.
I'm sorry if you find my way of saying this harsh. That's not what I ment to do.
