@Guitarman, yes, it does have guidelines on questions and things. It needs to though. It's a question/answer forum that's not meant for idle chitchat, and is designed for a professional approach to things. For example, you should never ask, "What's the best programming language for x?" on there, because those types of questions are exactly what starts flamewars.
Oh, and before people bitch about how this post is wrong or some such bullshit, look at questions like https://stackoverflow.com/questions/176 … plications for an example of what I'm talking about. There's a message below the question that reads:

Many good questions generate some degree of opinion based on expert experience, but answers to this question will tend to be almost entirely based on opinions, rather than facts, references, or specific expertise.
