@brad if you've purchased Eloquence on the Play Store, you can just search Eloquence Text-to-Speech on the Play Store when you get the device, and install it. To start using it, navigate to Text-to-Speech settings on the device, located in either Language and Input or Accessibility within the Settings app. Or, when you launch the ETI-Eloquence TTS application once it's installed, it will ask you if you want to set Eloquence as your default engine, where if you say Yes, it will open the Text-to-Speech Settings screen.
If, on the other hand, you have an APK file of Eloquence that you've downloaded somewhere, chances are it will nag you that you have an illegal copy of it and will constantly tell you to purchase it on Google Play since Eloquence does a license check.
As for custom ROMs, you can usually find install instructions for a particular ROM you're interested in, probably one of the most famous custom ROMs out there is known as LineageOS, which was formerly known as CyanogenMod.
