You have to talk to a spacific person in the game to get the maps file. I didn't think monster list was locked, but for the skill list, you have to defeat the extra boss at level 99 of the end dungeon to get that password.
Same with ground war 2. To get the password for the skill list, you have to beat the game on hard mode.
