If you are not use to chromevox with chrome, on Windows, then the chrome browser ain't for ya. I must say though, section navigation is what chrome calls headings.
Best browser with the keyboard and/or touch screen for familiar sake, is either Ideal Web Reader, or Firefox, particularly the Beta Channel.
Web views, and its not just with google, work different depending on how the programmer designed them.
