Try opening a command line and typing tracert 8.8.8.8 followed by enter. This will tell you all the places the packets have to go through to make it from your computer to the destination, which is Google's DNS server in this case. In particular, pay attention to the first couple of hops. If you see one private IP address, you should be fine. If you see multiple private IP addresses, it most likely means you're experiencing at least double NAT.
If this is the case, you'll need to put your router in the DMZ of the other device that directly faces the Internet. If you have a router connected to an ISP provided router/modem combo, you're experiencing double NAT. The modem router combo has its own firewall and routing capabilities, so the traffic has to pass two firewalls. You can open ports on your router all day, but it won't work if there's another closed firewall in front of the router. If you're using a cellular provider, they're most likely using Carrier-Grade NAT so that many users can share one IPv4 address. In that case, you're out of luck as far as I know. The ISP is the only one that could make those changes, and I don't know if they would.
