CSS is inherently visual, so most things aren't reported by screen readers and never will be. The only thing that might work, kind of, is to use a pre-made framework like Bootstrap. It does most of the work for you. You only specify the general layout and the components, and the visual styling is done automatically. Sure, you have far less control over your designs, but far less control means far less chance to screw everything up, and far fewer things that you can't see to worry about.
