They don't purposely do it wrong man, that would kinda put a crimp on them getting rehired, especially with government contracts. That kind of black mark can follow a company around for years and hugely impact sales to the point of bankruptcy at times.
They use cheaper materials, less skilled labor, corner cutting methods EtC to save money or meet a deadline, and that could very well be do to the contract holder having unrealistic expectations.
Now should they have taken that contract in the first place? Well maybe not, but maybe they didn't have much of a choice if contracts were drying up and they needed to stay afloat and cover equipment and labor costs. And I know that some contracts at first seem good until some idiot starts micro managing things they don't understand.
Ideally both sides would have the integrity to tell each other to fuck off if something dangerous or low quality is happening, but that just isn't the case and there are plenty of regulatory loopholes and not enough quality inspectors to go around.
The end consumer (product owner, apartment wrenter ETC) wants cheaper, because their employers don't pay them enough for their work to afford better in allot of cases, and that need reverborates all the way up the chain. So you end up with cheaper but also lower quality products and the value goes down in general.
But that's just one facet of the issue of course, I don't understand global economic trends or tariffs or unions much, but that's my basic understanding at least.
