The place to ask such questions is in yonder Developers Room, for future reference. As to the questions themselves, it depends.

Do you need to know how to program? No, but by doing it you'll very likely get some experience in programming. Everyone starts somewhere, and for a lot of people its trying to make games.

As for tools, thats more of a tricky question. Everyone has their own preferred tools, you ask a room full of developers what the best programming language or engine is and you'll get a million different answers. There are many engines available, such as the Sonus GDE, Lucia, RenPy, BGT if your inclined, or MUD Engines, along with various programming languages like C, Python, Java, etc. Whats most important is what your comfortable with, all the engines and programming languages share certain similarities between them, even if their syntax and uses are abit different, things like variables, loops, if/else statements, etc. Learning one helps in learning others in this respect.

Typically I recommend python because its powerful, has lots of documentation, libraries, and a strong community to ask for help, but again, its whatever your comfortable with. Something else to think about is what kind of game do you want to make? Designing games involves thinking about the rules of the game, the setting, and how it plays. Reading [The Door Problem] can help give you a pretty good idea of the kinds of things that go into designing a game.
