Update.
I tried restarting the PC. So far no luck. I'm wondering if this might be an issue with VLC specifically or if something in my VAC configuration is just fucked, but I doubt that would be the case since I checked it before and everything seems to be setup the way it should be.
Not sure what else I can try.
