Yeah, that should work. Maybe use your main machine to make a win7 bootable disk with either a CD or USB flashdrive, then another one for the talking PE, then use either the BIOS or windows2go if it's a thing on 7 to boot into the talking PE drive. on the other machine, of corse making sure both drives are connected.
