Shooter with C#

Hello.
I'm going to develop online shooter.
I want to use the C# programming language.
I'd like to make it as RTR, very similar to this.
I think I should start with the development of high-grade offline shooter.
I have a few questions. I decided not to create different topics for different questions, and combine them into one topic.
So, my questions are:
1. Developers A Hero's Call inspired me. Can I use MonoGame for the shooter? Or should I use another?
2. I can develop a game field with Windows Forms. But I don't understand how to make some game states.
For example, I want to create game menu. Or within the game to create a different menu.
How can I separate the game from the menu?
It was all easy in BGT. But in C#, events, etc., I don't know how I can do it correctly.
3. How to make maps? Dictionaries, or other options?
