That depends on how much information you need. The storyline itself in most cartoons can be followed easy enough. Yes, you do miss out on the more visual gags and such, but there's enough dialog that you can tell what's going on story wise. If you just stick to described content then you miss quite a lot of great material. Luckily, more and more things are becoming described, at least here in the UK. For instance, we've got both Agents of Shield and The US version of the Tomorrow People being described weekly.
