The way to handle this is to go to 210, 8. While facing left, you can hook up to a platform at height 21. You will want to make sure you're at 209 on the x axis before releasing your hook, because the spot you climb to is only one tile wide. Keep hooking up until you reach height 41, making sure you're at 209 on the x every time. Once you get to height 41, you can safely walk past 212 and be on your way.
