Actually to follow that up with how to notice 30MS:
It's not that 30MS is going to be "O wow that's obviously 30MS". it's that 30MS is going to feel mushy for lack of a better word. If you're playing a music keyboard then, at least to me, it actually feels like the keyboard itself has changed the textures of the keys. it's a very strange feeling. It's not obviously late, but it can feel very obviously off, if that makes any sense. Rhythms and stuff come out weird when you hear it playing back to you and stuff. Someone listening will hear it right. But because you're pressing the keys you can kinda tell. It feels like slurring or something. Very hard to put into words, but when I talk to my music friend and latency has come up, he's noticed it too.
Also, in the specific case of stuff with a button you can hit the button hard and compare the output to the button--you can tell that the other sound is 30MS late in that case because the sound and the button will sound not right on top of each other.
