OK, so first of all you have to distinguish between real IPTV, means TV providers providing playlists for you to watch, with services which allow you to watch TV over the internet. The difference is that the last one won't give you any playlist or stream to watch the TV channel, they require you to use a dedicated app to do so which means that you can probably watch it on Android and iOS (if the app is accessible), but watching TV on Windows, Mac or Linux will most likely happen in browser and you usually can't do anything against that.
If its a real IPTV service we're talking about here though, you might be able to get some sort of playlist (probably M3U) from them which can be feeded to several players like VLC or, even better, to real IPTV-specialization software like DVBViewer, which is entirely accessible BTW.
