@2 no. it really depends on the data that you give to it. the speed, sound,, and how it read your texts is dependent on the data that the tts was trained with. (I mean tts systems based on deep learning and so on, not other kind of tts engines like diphone based which were robotic or clustergen based tts systems though they are good).
the thing is, these kinds of softwares require many many data for training.
