Hi. This a bug in order to change the option and save it correctly you need to do this after starting a new game.
Do no do that from main menu.
After selecting a new game and difficulty level when tutorial starts press escape to go to the pause menu and change these settings in here, and save it.
This will not be saved in the main menu byt when you will load your saved game your options should be loaded.
