Unfortunately, the TTS on the PS 4 only works if you have your language set to English (US). Not only that, but it only works in a few parts of the base UI, and the whole Store is one of the places where it doesn't work at all, so you have to purchase through the mobile app or the website. I haven't used the app at all yet but the website works fine.
