Well, its situational. 90 effect points is quite a bit lower than 140, so if you know you're going to switch your mon anyway because of what your opponent will bring out next, you can insta kill things with 140 points. Chomp is quite nice for coverage, as well, to get rid of magic and ghosts faster. But yeah, if Leonratar's strongest move is still slash...
