It's hard to talk about (or even to come to understand) this stuff if you're blind, and I'm no exception.  But the answer is that you use them everywhere.  Everyone's screen is a different size, not by a little but by a lot, and if you want to work on anything from a phone to a 50-inch tv you have to specify things as constraints, not as positions, i.e. "the menu is on the left, the top is aligned with this div", "the ok button is to the right of this row in the table".

Unless you have significantly more vision than the majority of the people on this site, you'll never use CSS knowledge, so I'd do whatever you have to do for the course and not worry about this question too much.
